The White House and environmentalists won't stop until we are on our knees begging other countries for our Natural Resource needs! Doesn't seem that bad, just people will not be able to horde claims any longer and gives people the ability to work claims that people are holding on too.. Ya you have to pay 5% of what you harvest.

You must of missed that no one will be able to file a claim, if this passes you will have to have a lease, no more claims, not to mention no more small miner's labor waivers for the labor work done to improve a existing claim, if this passes a small miner will have to pay a very high fee to be able to keep his claim, they also intent to increase this fees again, they just raise them to an ungodly amount in the last couple of years!! If no one is able to file claims any longer, you most likely won't be able to go out and prospect for a possible discovery and file a claim as you can now under the 1872 Mining laws, there a lot more then met the eye with this crap, it's just a start to putting an end to the average person going out onto "OUR PUBLIC LANDS and prospect and never mind mining our natural resources, open your eyes and see this for what it really is, they are trying to take away our right to OUR PUBLIC LANDS and most likely close it all off or worst give the rights to mine these lands to China to cover our debt held by them, and then they will turn around and sell the spoils back to us for high dollars!!!

The proposed Bureau of Land Management budget also eliminates the fee exemption for miners holding 10 or fewer mining claims. “These changes will discourage speculators from holding claims that they do not intend to develop,” said the BLM. “Holders of existing mining claims for these minerals could voluntarily convert their claims to leases. The Office of Natural Resources Revenue will collect, account for, and disburse the hardrock royalty receipts.”

Our government is very good in writing new "laws/regulations" it in a way that most will not understand what is really happening until it too late.

And even in the quote you posted, it said this....“Holders of existing mining claims for these minerals could voluntarily convert their claims to leases ..." Why would it say that "Holders of existing claims" could voluntarily covert their claims to leases if the new regulations wasn't going to do away with any new claims??
